Which cities or places from Third World countries don't look Third World at all?

I wouldn’t call Turkmenistan a Third World country, but instead a developing one. Ashgabat, its capital city, looks like a city straight out of a sci-fi movie. Its also filled with bizarre monuments made of white marble, that it holds the Guinness World Record for “the city having the highest density of white marble-clad buildings”.
